Prepare points for a Minister on a relevant tobacco control intervention

In a country of your choice policy makers are considering the introduction of banning smoking in public
places.
Policy makers expect significant resistance from a variety of stakeholders. (I chose Japan, because of the
Olympics 2020. )
You are asked to prepare a briefing paper for the Minister of Health on what arguments they could consider
in their decision. You should note the key evidence and points on the policy the Minister will need to be
familiar with, as well as setting out key likely counter arguments, and the responses to these.
Present these points in the format of a briefing paper.
Professor are very strict on the format, this is the document he suggested.

—Japan is very famous of having smoking and drinking culture within colleagues and friends, especially
inside restaurants. They even have smoking and non smoking levels in hotels. I am not sure how they
implement the plan in public areas but just pretend we are presenting the idea in front of the parliament in
Japan.—
